This is essentially the same idea as in https://github.com/capnproto/capnproto/pull/2247 without deleting the `WORKSPACE` file. This means this repository will continue to work with the older bazel version using the `WORKSPACE` file, but also with latest `bazel` and `bzlmod`. Tested with bazel 6.1.2 and 8.1.1.
