zeekay d71ae8e80c ci(haskell): tests: True in cabal.project so cabal test all finds the plan
CI failed at 'cabal test all' with 'test suite tests not available, no such
plan exists' because test-building was only enabled via a gitignored local
cabal.project.local (tests: True). Move that into the committed cabal.project
(the DRY source of truth). Verified with the local file removed: cabal test
all => 165 examples, 0 failures.

-- lifetimes-0.2.0.1 carries a stale conservative bound `transformers < 0.6`.
-- GHC 9.4+ ships transformers 0.6.x as a boot library, and lifetimes compiles
-- cleanly against it (the 0.5->0.6 change only dropped long-deprecated
-- re-exports that lifetimes does not use). Relax that one bound only.
