zeekay d2b657ac85 cap: fail-closed on unknown CaveatKind (SPEC §2.3) — cross-lang consistency ...

verify() walked caveat framing only, not kind. Now refuses kinds > NonceHash
with the new unknown_caveat error (propagates to verifyChain). +1 regression
test. Matches Go/Rust/Python — the cross-lang divergence is closed.
