zeekay cb156844bf release: zapc binary pipeline + @zap-proto/zapc npm wrapper ...

Add a release workflow triggered on zapc-v* tags that builds the zapc
schema-compiler binary for darwin/linux × arm64/x64, uploads tarballs to
a GitHub release, and publishes the @zap-proto/zapc npm wrapper (which
downloads the matching platform binary on install). Mirrors the proven
zap-proto/zapd setup.
