zeekayandHanzo Dev 9e35eb6858 Typecheck on the native compiler, keep 6 for the tools
typescript 7.0.2 is the native compiler and exports no JavaScript API, so
next 16.0.1 (fumadocs-core/mdx/ui all require next 14-15.x, so no upgrade
path to the >=16.3 exception) cannot read it. It comes in aliased as tsgo
and does the typechecking; typescript stays on 6.0.3 for the tools.
22 diagnostics before and after (pre-existing source errors, unrelated to
this pin). First lockfile for docs/, which had none (pnpm, matching its
packageManager field).

Also excludes the nested docs/site/ (a stale, unrelated @luxfi/consensus-docs
copy last touched 2026-02-14) from docs/tsconfig.json's include sweep, and
adds `declare module '*.css'` for TS7's TS2882 on the global.css side-effect
import (ts7-recipe.md's documented fix).
