zeekay f28120f1e0 benchmarks: RouterBench-methodology cost-quality replication pipeline
Declarative suite registry (suites.yaml, 12 verified HF dataset ids),
build_profiles.py to convert per-example/per-model records into router rows,
replicate.py for the cost-quality frontier + AIQ metric with individual/random/
oracle baselines, prices.yaml fallback, and bench-data/bench-replicate Make
targets. Validated on a 200-sample RouterBench slice; row-conversion + metric
tests in tests/test_benchmarks.py.

# Per-model token prices, used ONLY as a fallback when a suite has no native
# per-example cost. RouterBench (the one profile suite we convert today) ships
# `<model>|total_cost` per row, so build_profiles uses that directly and this
# file is unused for it. It exists so that a `raw` suite converted after
# generation can price tokens = (input+output tokens) x per-1k price.
#
# blended_per_1k = (input_per_million + output_per_million) / 2 / 1000 USD,
# same convention as training/catalog.yaml cost_per_1k. Reuse catalog ids where
# a model is in training/catalog.yaml; the RouterBench-era ids below are sourced
# from each provider's 2023-2024 public list and marked `# verify`.
