Bump evm v0.8.47->v1.99.21 and the transitive luxfi core set (consensus v1.25.17, node v1.30.9, vm v1.2.3, threshold v1.9.9, crypto v1.19.20, geth v1.17.5, precompile v0.5.38, fhe v1.8.2). This drops the legacy github.com/luxfi/corona dependency entirely — the Ring-LWE threshold primitive is now github.com/luxfi/corona (v0.7.6), matching the rest of luxfi core which already migrated. precompile pinned at v0.5.38 (what evm v1.99.21 requires; still exposes corona + inference + modelregistry). api pinned at v1.0.12 to match vm v1.2.3's rpc server (v1.0.14 renamed InitializeRequest.LuxAssetID). main.go: drop retired precompile/quasar blank import (pre-LP-4200 quasar stubs were retired in favor of the LP-4200 0x012200 PQ block) and the deleted precompile/ecies import (removed upstream: private keys in calldata are irrecoverably exposed; use hpke + x25519).
