zooqueenandHanzo Dev e35f73becc proofs/tla: MC_Wave EXTENDS TLC so SANY resolves Permutations 
Both the lean/ and formal/ TLA+ trees' MC_Wave wrappers referenced
`Permutations` (defined in the standard TLC module) without extending it.
Added TLC to EXTENDS; SANY-clean.
