account.Of(org, user) is the single rule for who a request pays as, shared by every serving layer so a customer can never top up one account and spend from another. Simple verbs (Of, OfKind, OfKey, Personal); the two facts (org, user) in, the account out. Default per-org; a Personal org holds per-user accounts. Collapses the hand-synced copies in ai/object/billing_subject.go and commerce/api/billing/resolve.go onto one leaf.
