zeekay 4edb35651c Give every package one version

Two thousand and twenty-one packages carried more than one spec across this
estate — eslint alone in a hundred and four forms — and a package resolved twice
is two copies at run time, which is how react-hook-form came to report "two
different types with this name" from files nobody had edited. None do now.

The number lives in the catalog: a manifest names the package, the workspace
names the version. Where a manifest cannot reach a catalog it still carries the
one version, because the table is the source either way.

wazero-as fixture

AssemblyScript -> wasm fixture for the Base extension benchmark harness. Implements the shared validate(payload) contract over the Base wasmvm host-guest ABI:

__base_alloc(size: i32) -> i32
__base_free(ptr: i32, size: i32)
validate(ptr: i32, len: i32) -> i64   // high32=resultPtr, low32=resultLen

Build

npm install
npm run asbuild

The committed validate.wasm is the release artifact. Re-build only if you change src/assembly/index.ts.

Verify exports
