chore(fleet): pin lux-fleet to the built Go image

built on the in-cluster buildkit pool from Dockerfile.fleet. This is the image
serving api.cloud.lux.network/v1/fleets/lux/overview; the file had been left
pointing at the pre-transport-fix tag.
