fix: replace all hardcoded localhost URLs with env var in dashboard

Browse Source 
All dashboard pages now use NEXT_PUBLIC_API_URL with localhost fallback
for local dev. Fixes tokens, volumes, storage, clusters, monitoring,
infrastructure, and usage pages for production deployment.
