 		ca03f007df fix: getUserVerifiedPhoneNumber calls phone lookup instead of email (#29458) 
getUserVerifiedPhoneNumber incorrectly called getUserVerifiedEmail
on the repository, causing verified phone numbers to never be found.

Fixes #29450
