zeekay 8d98b5dee5 Replace operation state instead of merging it ...

A merge patch kept every field the new state omits.
initiatedBy.automated is omitempty, so a manual sync after an automated
one stayed automated and a deny window with manualSync blocked it
forever; retryCount, syncResult and sync.revision leaked the same way.
A JSON patch add replaces the object. Ported from argoproj/argo-cd
9b40474c0 (#28778).

The window check read app.Status.OperationState, which on the pass that
starts an operation still holds the previous one. A manual sync was
blocked once more, and an automated sync after a manual one ran through
a deny window. It now judges the operation being run.
