zeekay 5f9f10d2a3 drop the issue-triage-to-wiki workflow

It ran an LLM over GitHub issues every six hours and pushed the result into the
fork's GitHub wiki. Both ends are GitHub's — the issue list and the .wiki.git
remote — and neither has an address here. .github/scripts/issue_triage.py goes
with it; the workflow was its only caller.

The gate that matters is already declared in hanzo.yml and runs through
.hanzo/workflows/cicd.yml.
