Renumber libdeflate stateless tests to avoid collision with master

The merge of `master` introduced several tests sharing the `04403`/`04408`
number prefixes. Renumber the two libdeflate tests to the next free numbers:
`04403_libdeflate_gzip_external` -> `04489_libdeflate_gzip_external` and
`04408_parquet_gzip_libdeflate` -> `04490_parquet_gzip_libdeflate`.
