Fix perf Configure stage: create keeper dirs without the preconfig server

Removing the preconfig server also removed the side effect that created
`ci/tmp/coordination0`, which the configure step copied into each server's
keeper storage, so `cp` failed. Create each server's coordination dir
directly instead; the embedded, non-replicated keeper bootstraps from an
empty dir.
