Replace the blunt is_internal_backup exemption with propagating the initiator's s3_allow_server_credentials_in_user_queries value through the DDL constraint clamp, scoped to BACKUP/RESTORE queries only. The value already rides in the DDL entry; the clamp was dropping it on hosts whose default profile pins the setting readonly. A restricted initiator's readonly constraint keeps the entry value at 0, so its per-host operations (including lazy base_backup opens) stay fully restricted, while backup-internal's value of 1 is honored. Every other DDL keeps the strict clamp. Adds a regression test proving an untrusted initiator cannot reach server credentials on other hosts via a bare-URL base_backup.
