NOTICE: the attribution Apache-2.0 requires us to carry

hanzoai/dev had no NOTICE file. openai/codex has one, and Apache-2.0 section
4(d) says a derivative work that is DISTRIBUTED must reproduce the attribution
notices from it. We distribute: @hanzo/dev is on npm at 0.6.92 with four
platform packages. So this was a live compliance gap on a published artifact,
not a paperwork detail.

It reproduces upstream's notices verbatim, including the Ratatui attribution
upstream itself carries, and records the fork provenance through
just-every/code.

This is also exactly where the upstream names BELONG and the only place they
do: NOTICE only, never the README, the repo description, the CLI or the TUI.
Same rule already applied to the fission and daytona imports.

Hanzo Dev descends from OpenAI Codex by way of just-every/code
(https://github.com/just-every/code). Both are carried here under their
original licenses; this file is the whole of the attribution, and the upstream
project names deliberately appear nowhere else — not in the README, the repo
description, the CLI, or the TUI. That is the house rule for every import we
carry, and it is why this file has to be exact rather than approximate.
