fix(ci): exclude dev-cli and codex-cli from pnpm workspace

Both packages have optionalDeps on @hanzo/dev-* platform binaries
that don't exist on npm until the release workflow publishes them.
Their postinstall scripts also try to download these binaries,
causing CI to hang on 404 retries.

The workspace now only includes packages needed for CI: SDK,
responses-api-proxy, and shell-tool-mcp.
