Merge upstream/main: by-bucket sync; preserve TUI/core gating; adopt common/exec

- Prefer theirs: common, exec, file-search
- Purge guarded assets unaffected; resolved TUI welcome.rs conflict keeping ours
- verify.sh ok; build-fast.sh ok (no warnings)
