zeekay 8c622304a5 ci: drop the GitHub workflow set the forge already shadows 
hanzo.yml and .hanzo/workflows/cicd.yml have been the live lane here. The forge
collects the first workflow directory that exists and .hanzo/workflows wins, so
these six files ran nothing while reading like a nightly release pipeline.

Dropped:
- base.yml, deploy.yml, release.yml — jammy/focal/noble/bookworm/trixie by
  amd64/arm64 fan-outs pushing to Docker Hub under credentials this org does
  not hold. One image builds from hanzo.yml instead; it continues FROM the
  upstream base the fork inherits, which base.yml used to rebuild.
- test.yml — pre-commit, shellcheck and goss suites wrapped in a retry action.
- codeql.yaml — GitHub Advanced Security, which reports to a scanning surface
  the forge does not have.
- stale.yml — issue and pull-request reaping on github.com.

zeekayandHanzo Dev ec485f020b ci: canonical pair — hanzo.yml + forge caller 
github.com has no runner for hanzo-build-linux-amd64, so a caller under
.github/workflows is a gate that can never be scheduled. This is the ~7-line
caller on the plane that can (git.hanzo.ai git-runner fleet), pinned @v1.
