ha: add Lease/Round fencing value + Fencer seam (v0.1.1) (#1)

Election is coordination-free, so two replicas with divergent membership
views can each elect themselves the single writer for a key (split-brain),
and election has no way to make a deposed writer stop. Add the composable
fencing VALUE and SEAM that close this, with no I/O and no consensus folded in:

  - Round uint64 monotone fencing epoch (the only value into storage)
  - Lease{Key,Owner,Round} binds an elected owner to the round it writes at
  - Fencer.Acquire seam round source plugs in behind it (linearizable store
                            today, Lux BFT round tomorrow) — never in this package
  - StaticFencer(self)      single-process fencer (round 1), mirrors Static

Invariant: round monotone per key, strictly increases on handoff, so a new
lease outranks every prior holder and the store (vfs/replica.FencedStore)
fences the old writer by refusing any lower round.

## What it is / is not
- **Is:** the answer to "who is the single writer for key K right now", identical on
every replica. `Owner` / `IsOwner` / `Replicas` + the `Membership` seam + `Static`.
- **Is NOT:** storage, replication, or a lock service. It decides WHO writes, never
HOW state is stored/shipped. That is `hanzoai/vfs` (SQLite + object store), which
composes this for its writer gate.

## Fencing (fence.go) — the value election cannot supply alone
Election is coordination-free, so two replicas with divergent (stale) membership
views can EACH elect themselves writer for K (split-brain), and election cannot make
a deposed writer STOP. `fence.go` adds the composable VALUE + SEAM that closes this,
**without** doing any I/O or importing consensus:
- `Round uint64` — the monotone fencing epoch; the ONLY value crossing into storage.
- `Lease{Key, Owner, Round}` — binds an elected owner to the round it writes at. Inert
once superseded: the STORE (`hanzoai/vfs/replica.FencedStore`) rejects a stale round.
- `Fencer.Acquire(ctx, key) (Lease, error)` — the seam. The round SOURCE plugs in
behind it: a single linearizable register today (object-store CAS / coordination DB),
a BFT-agreed round (Lux quasar RSM) tomorrow — never folded into this pure package.
- `StaticFencer(self)` — single-process Fencer (round always 1), the safe default and
test/dev source, mirroring `Static` for Membership.
Invariant every Fencer MUST hold: the round is monotone non-decreasing per key across
ALL callers and STRICTLY increases on a writer handoff, so a new lease outranks every
prior holder and the store fences the old writer by refusing any lower round.

// Fencing is the ONE value election cannot supply on its own. Owner()/IsOwner()
// answer "who SHOULD write key K", coordination-free — which is exactly why two
// replicas holding different (stale) membership views can EACH elect themselves
// the writer for K (split-brain). Election has no way to make a deposed or
// partitioned writer STOP. A fencing token does: a monotone Round the elected
// owner stamps onto every write, which the STORE rejects once a later owner has
// advanced it (see github.com/hanzoai/vfs/replica.FencedStore).
//
// This package contributes only the composable VALUE (Lease) and the SEAM
// (Fencer). It deliberately does NOT produce the round: a round is the output of
// a LINEARIZABLE source, and a linearizable source is coordination — folding it
// in would re-complect election with consensus, the precise separation this
// package exists to keep. Today that source is a single linearizable register
// (an object-store compare-and-set, or a coordination DB); tomorrow it is a
// BFT-agreed round (the Lux quasar RSM). Both plug in behind Fencer with no
// change at any call site.
//
// The one invariant every Fencer MUST uphold, on which all downstream safety
// rests:
//
// The round is monotone non-decreasing per key across ALL callers, and STRICTLY
// increases whenever the writer role changes hands. A newly-acquired lease
// therefore always outranks every prior holder's, so the store can fence a
// deposed writer simply by refusing any round below the highest it has admitted.
//
// Composition: Owner() picks who; Fencer binds that who to a monotone round;
// the store admits a write iff its round is current. Each concern stays in its
// lane — this file adds a value and an interface, nothing that does I/O.
