zeekay b7ef80bbcb Serve the API at /v1/ only

/api/ was rewritten to /v1/ in front of every route, so each route had a
second address. /api/ now answers the JSON 404 an unknown API path gets,
and test_no_api_prefix fails if a route lives under /api/ again. The two
OAuth client_id documents keep their /api/ names: they are identifiers.
