the page loads the tag that answers

/v1/event.js is a sibling of the /v1/event prefix rather than a child, so the
plugin fleet routes it nowhere and it answers 404 -- measured, ten bytes of
"not found". The tag is served at /v1/event/tag.js, under the prefix, which is
the address that resolves (200, 23KB).
