fix(publish): license BSD-3-Clause + SPDX identifier — unblock the failing SDK regen

Regenerate SDKs failed on every merge for a week: openapi-generator validateSpec
rejects the spec ("info.license.identifier is missing", OpenAPI 3.1). merge.py also
mislabeled the license Proprietary; the repo is BSD 3-Clause (LICENSE). Set
info.license={name:BSD 3-Clause License, identifier:BSD-3-Clause}; regen hanzo.yaml.
