ci: canonical pair — hanzo.yml + forge caller

github.com has no runner for hanzo-build-linux-amd64, so a caller under
.github/workflows is a gate that can never be scheduled. This is the ~7-line
caller on the plane that can (git.hanzo.ai git-runner fleet), pinned @v1.

# Canonical caller — every knob lives in /hanzo.yml, none here.
# Runs on the git-runner fleet at git.hanzo.ai, the only pool serving these
# labels. github.com resolves only .github/workflows and has no runner for
# them, so a caller placed there is a gate that cannot be scheduled.

# Canonical CI/CD config for hanzoai/scarf-js — read by the hanzoai/ci reusable
# workflow (.hanzo/workflows/cicd.yml) and by platform.hanzo.ai.
#
# LIBRARY: the Scarf install-analytics client. No image, no deploy — it ships
# from a tag.
#
# The gate is the jest suite over report.js: it drives the reporter with
# recorded `npm ls` trees and asserts what it does with them — which package it
# decides is the root, when it walks the dependency chain, and above all when
# it declines to send anything (opt-out honoured, private package, traversal
# skipped). Those refusals are the security surface of a postinstall reporter,
# and a build gate cannot express any of them.
#
# `--ignore-scripts` on the install, deliberately: this package's own
# `postinstall` IS report.js, so a plain `npm ci` would have the gate phone
# home to Scarf on every run — sending telemetry as a side effect of testing
# the telemetry. The suite calls the reporter directly, so nothing is lost.
