ci: canonical pair — hanzo.yml + forge caller

github.com has no runner for hanzo-build-linux-amd64, so a caller under
.github/workflows is a gate that can never be scheduled. This is the ~7-line
caller on the plane that can (git.hanzo.ai git-runner fleet), pinned @v1.

# Canonical caller — every knob lives in /hanzo.yml, none here.
# Runs on the git-runner fleet at git.hanzo.ai, the only pool serving these
# labels. github.com resolves only .github/workflows and has no runner for
# them, so a caller placed there is a gate that cannot be scheduled.

# Canonical CI/CD config for hanzoai/tailwindcss — read by hanzoai/ci (via
# .hanzo/workflows/cicd.yml) and by platform.hanzo.ai.
#
# Two languages, so two gates — the repo is a Rust scanner (crates/oxide and
# its napi binding) plus a TypeScript engine, and either can break without the
# other noticing.
test:
- name: cargo-check
run: cargo check --workspace
- name: engine-build
# Filtered install: the core engine and its workspace deps, not the next/
# vite/nuxt playgrounds, which are demos and would triple the install for
# nothing. tsup-node bundles every entry, so a broken import or syntax
# error in packages/tailwindcss fails here.
run: pnpm install --frozen-lockfile --filter tailwindcss && pnpm run --filter tailwindcss build
