zeekayandHanzo Dev bade1609d3 fix(deps): pin @luxamm/v3-periphery to a version that ships its artifacts

The build failed TS2307 on the Solidity artifact JSONs it imports. Root cause
was NOT that the artifacts were never published — it is a version regression:

  @luxamm/v3-periphery 1.4.106 / 1.4.107 ship 43 artifact JSONs
  @luxamm/v3-periphery 1.5.0   (latest) ships ZERO

The dependency was `^1.1.1`, which resolves to 1.5.0, so the artifacts vanished.
Pinned to `~1.4.107`. Verified all three imports resolve: Quoter.json,
ISelfPermit.json, SwapRouter.json.

Builds clean now and 1.30.1 is published: 0 workspace refs, real dist.
