zeekay 399bb74f72 fix(security): RED-13 — CTR currency mismatch with notional_usd helper ...

Add notional_usd() DSL function with FX rate table. CTR and travel
rules now use USD-equivalent amounts instead of raw notional + currency
check, so EUR 9999 (=$10,799) correctly triggers CTR.
