zeekay 9bc225f3fc fix(security): RED-19 — reject negative rule weights in SetRules ...

SetRules now validates Weight >= 0 for all rules and returns an error
if any have negative weights. Prevents score suppression attacks where
a negative-weight rule cancels out other detections.
