zeekay a38111e05a fix(security): RED-18 — AML webhook SSRF prevention 
Add ValidateURL() that rejects private IPs (10/172/192/127),
link-local (169.254), cloud metadata (169.254.169.254), and
K8s internal hostnames (*.svc.cluster.local, *.internal).
