zeekayandHanzo Dev bf2b7a12e4 merge: planes: the five surfaces a monitoring programme is operated through (red-cleared, shadow)

The statistical plane lands DISARMED. api.Deployment states the field from the
live side (Live bool, not Shadow bool) so the zero value is shadow: an assembly
that says nothing about the behavioural model gets one that contributes to no
verdict. cmd/amld is unchanged in effect — AML_ANOMALY=live is still the only
thing that arms it — so the running v0.3.7 deployment behaves identically and
only the default for a NEW Deployment moves, toward shadow.

Surface is /v1/aml throughout. Nothing here publishes under /v1/ml, which is
the model-serving plane, or /v1/risk.
