Keep TypeScript 6 where the build reads its API

typescript 7.0.2 exports only its version: no ModuleKind, no readConfigFile,
no program API. next build reads those while preparing tsconfig and fails with
"Cannot read properties of undefined (reading 'getCurrentDirectory')"; ts-jest
and typescript-eslint read them too. This reverts f5396049 until those tools
take the native compiler.
