chains: retract v1.7.36, whose zkvm routes answer 404

v1.7.36 serves the zkvm handlers one per flat route, so a caller of /rpc,
/privacy or /proof receives 404. Node's TestChainHandlerServesItsOwnPaths
names /rpc/getStatus and fails against it, and passes against v1.7.33,
against v1.7.35 and against this line.

The tag stays where it is. retract says it was published in error without
rewriting history.
