Independent Red adversarial probes for the integration/finality-fix-complete seam
(L-1 buffer + 6cf41ba98 Gossip routing): feed a count>=alpha, stake<2/3 coalition
through the LIVE vote channel and the Gossip entry into a stake-weighted engine and
assert assembleCertLocked's VerifyWeighted gate refuses to finalize.
TestRED_INT_LowStakeCoalition_LiveVotePath/_GossipVoteEntry/_DoubleCount_SelfLowStake
all green under -count=1. Drives only public/engine API.
