zeekayandHanzo Dev f059cfbe93 engine/chain: boot-init log prints the PRESET, not the committee (#5 dynamic logs) ...

The "consensus engine initialized with validator set k=21 alpha=15" boot log read as if
21/15 were the finality committee — the same misleading pattern as the view-change ENABLED
log. Relabel presetK/presetAlpha + note that the α-of-K cert and view-change size to the
LIVE set at runtime (effectiveCommittee/bftCommittee), with the effective (K,α) logged on
each committee re-clamp. Log-label only; no behavior change.
