ci: upload-artifact v3 — v4+ is refused by this forge

lint and test now pass, and all five build legs failed at the last step:

    ::error::@actions/artifact v2.0.0+, upload-artifact@v4+ and
             download-artifact@v4+ are not currently supported on GHES.

git.hanzo.ai presents as GHES, so the v4 action refuses before doing any work.
Each leg compiled its binary and then threw it away, which reads as five build
failures when five builds succeeded.
