deps: precompile v0.19.6 — the cross-chain object rides in the transaction

Picks up the settle-path change that makes a settled swap replayable: both
C-side consume paths bind to the object bytes the transaction carries and
declare the consumption, instead of reading shared memory mid-execution.
The block-level authentication of that declaration is in this repo
(plugin/evm/dex_atomic_verify.go).
