deps: precompile v0.5.50 + clean go.sum (consensus/geth hashes corrected)

Bump precompile v0.5.49->v0.5.50 (clean go.sum; 0x9999 surface unchanged) and
regenerate evm's go.sum from a clean module cache (v1.99.29's consensus/geth
hashes were poisoned by a tampered local cache). No evm code change. go mod
verify clean; build+test green.
