fix: update mock implementations for Go 1.25.1 compatibility

- Replace gomock-based mocks with manual test implementations
- Fix validator state test mocks to use function fields
- Update uptime manager tests to use local NewManager
- Remove dependency on non-existent uptime.NewTestState
- Fix test compilation errors in warp/validators
