Build on Go 1.27

Build and vet are clean on the go1.27.1 toolchain. Five packages carry
pre-existing test failures -- core, eth/gasprice, internal/ethapi and the
two params/extras suites -- and they fail identically with this change
reverted, including the same invalid chainID 0 panic.
