Fix CI: Simplify StateDB adapter for CI compatibility

- Remove build tags and complex compatibility layers
- Use simple method calls without tracing parameters
- This version works with published luxfi/geth v1.16.34
- Add commented replace directives for local development
- CI setup script will remove any active replace directives
