feat: native multi-platform Docker builds (amd64 + arm64)

Replace slow single-platform build with parallel native builds:
- amd64 on ubuntu-latest, arm64 on ubuntu-24.04-arm
- Registry-based caching per platform
- Multi-platform manifest merge
- Auto-deploy to DOKS on push to main
