Remove bogus tsc package from feature-reporter, use direct bin commands

The `tsc` npm package (v2.0.4) is a warning shim, not the TypeScript
compiler. With pnpm, npx resolves it before the real tsc from the
typescript package. Fix by removing it and using direct bin names.
