Compile with TypeScript 7

typescript 7.0.2 is the native compiler, so this is a pin and not a second
toolchain. The docs site typecheck (new script, tsc --noEmit): 6 diagnostics
before and after. TS7 no longer resolves a bare CSS side-effect import, so
css.d.ts declares '*.css'; that is free on the old compiler. The docs
lockfile was missing and is committed with the pin.
