Build on Go 1.27

Moved the go directive to 1.27.1. go build and go vet are clean across all 33 packages on the 1.27.1 toolchain. The test suite did not finish inside the time budget on a heavily loaded machine; it reported no failures, and the same run behaves identically without this change.
