zeekay fd6c0ff95a ci(release): publish graph for arm64 as well as amd64

The lab runs both architectures, so a tag carrying one of them deploys
on half the fleet. One job now builds both platforms under a single
manifest list, with binfmt registered for the arm64 leg: the Dockerfile
compiles graphd with CGO against sqlite-dev, so that leg runs inside the
target-arch container rather than cross-compiling on TARGETARCH. The
timeout covers the emulated pass instead of aborting part-way through it.
