fix: WebSocket OOM + I-Chain indexer RPC method

- chain/dag/evm subscribers: add 1024-client semaphore, 64KB read limit,
  60s deadline, pong handler, default origin check (was open)
- platform_indexer: identity.Health → identity.getLatestBlock
