Build on Go 1.27

Raised the go directive to 1.27.1. Build and vet are clean on that toolchain; ref/go/pkg/magnetar exhausts the test timeout identically before and after the change, so that failure is pre-existing. Co-authored-by: Hanzo Dev <[email protected]>
